Alain Lemieux made his fortune selling artificial turf. The Sherbrooke, Que., native now bills himself as “His Excellency Ambassador.” He greets African delegations and businessmen inside a swank New York City condo that’s made up like a diplomatic mission, with official-looking emblems and seals on doorways and walls.

Mr. Lemieux is founder and president of the World Sports Alliance (WSA), a mysterious outfit that describes itself as a “public-private partnership in support of United Nations Millennium Goals.” Established seven years ago, WSA’s declared ambitions are the promotion of sport and the creation of recreational programs and facilities for youth in the developing world.
